1. APPLICATION FOR A NEW PASSPORT OF THE REPUBLIC OF SERBIA

Required documents:

- existing biometric travel document of the Republic of Serbia and

- proof of regulated stay in the Republic of Italy (permesso di soggiorno)

IMPORTANT informations:

- The passport cannot be extended, a new passport booklet is always issued.

- The legal deadline for processing the application and issuing a new travel document is up to 60 days (two months), and in some cases even longer.

- If you are applying for a biometric passport of the Republic of Serbia (red passport) for the first time or if you have a so-called blue passport of the FRY, you need to attach a Birth Certificate of the Republic of Serbia on the domestic form, a Certificate of Citizenship of the Republic of Serbia and a valid residence in the Republic of Italy.

- When issuing a new passport, you need to personally bring the old passport, which will be cancelled and returned.

- If the visa sticker (residence) is in the old passport, the party should contact the competent Italian authority with the new travel document to transfer the residence to the new passport.

- If you have lost your passport, you can only collect a new one when the decision on declaring the lost passport invalid arrives, which will be highlighted on our website in the "Issued travel documents" section. Other citizens can come to collect their passport when only their application number appears on the list.

- If you have never owned a passport of the Republic of Serbia and are over 18 years old and a citizen of the Republic of Serbia, you must have two adult witnesses with a valid Serbian passport with you when submitting your application to provide a statement of identity (preferably family members).

2. APPLICATION FOR A PASSPORT FOR A MINOR CHILD

The application is submitted by both parents or a guardian in the presence of the child. Required documents:

- travel documents for the child and parents and

- proof of the regulated stay of the parents (and child) in the Republic of Italy (permesso di soggiorno).

If you are applying for a passport for a minor child for the first time, it is necessary for the child to be registered in the civil registry of the Republic of Serbia. If you have not yet registered the child, you must first submit a request for registration in the civil registry of the Republic of Serbia and only after confirmation of registration can you schedule an appointment to submit the passport application.

The presence of only one parent is possible with the consent of the other parent for the issuance of the travel document, certified by an Italian notary and translated into Serbian by an authorized translator. If the other parent is in Serbia, it is necessary to submit the original consent certified by a public notary.

The presence of only one parent is also possible with a court decision to independently exercise parental custody over the child (in which case, issue a final original court judgment if issued by a court in the Republic of Serbia). If an Italian court issued such a judgment, then it must be certified with an Apostille stamp and translated into Serbian by an authorized court translator.

When applying for a new passport, it is necessary to bring the child's old passport, which is cancelled and returned. A child's passport can be collected by only one parent. The legal deadline for processing the application and issuing a new travel document is up to 60 days (two months), and in some cases even longer.

3. ISSUANCE OF AN EMERGANCY TRAVEL DOCUMENT  (ETD)

If for any reason you need to travel urgently to the Republic of Serbia, and your passport is no longer valid or has been damaged, stolen or lost, the Consulate General can issue you a travel list as a type of short-term travel document that is only valid for travel to Serbia and cannot be used for further travel or return to the Republic of Italy.

Required documents:

- two photos 3.5 x 4.5 cm,

- existing passport (if expired or damaged) or certificate of loss/theft of the passport (if stolen or missing) from the Italian police,

- ID card of the Republic of Serbia, if you have one.

In the event of loss or theft of your passport, you need to contact the nearest police station according to your place of residence in the Republic of Italy, report the loss or theft of your travel document of the Republic of Serbia (Denuncia) and take a certificate with your name and surname, date and place of birth, as well as a note that you have reported the loss/theft of the passport. You should keep the certificate for the purpose of issuing a new travel document in the Republic of Serbia.

4. REGISTRATION OF A NEWBORN CHILD

The registration of the birth of a child abroad and the request for entry in the register of citizens of the Republic of Serbia are submitted by both parents, one of whom must be a Serbian citizen.

Required documents:

- valid passports of both parents,

- birth certificate for the child, on an international form in the original not older than 6 months in 2 copies (certificato di nascita internazionale/plurilingue),

- marriage certificate for the parents, i.e. the Protocol on the recognition of paternity (which is drawn up at the Consulate General of the Republic of Serbia in Trieste).

The Consulate General sends the application to the competent registry office of the Republic of Serbia, which registers the child in the competent registry office of births and the registry of citizens of the Republic of Serbia. Parents submit a request for the issuance of a passport for the child only after the registration in the registry offices of the Republic of Serbia, if the family has a regular residence in the Republic of Italy.

5. EMERGANCY TRAVEL DOCUMENT FOR A MINOR OR NEWBORN CHILD

1. The application for an emergancy travel document for a minor registered child is submitted by both parents.

Required documents:

- two photos of the child 3.5 x 4.5 cm,

- the child's existing passport (if expired or damaged) or 

- an extract from the birth register of the Republic of Serbia and a certificate of citizenship of the Republic of Serbia (if the child's birth has already been registered, but the child does not have a passport),

- passports of both parents.

If the child's passport is stolen or lost, a police certificate of loss/theft of the passport must be attached, Duration of the procedure: In the above cases, the travel document is obtained within one working day. An application for an emergancy travel document for a newborn unregistered child can be submitted by both parents immediately after the birth is registered at the Consulate General of the Republic of Serbia in Trieste.

Required documents:

-certificate or receipt of birth registration,

-two photos of the child 3.5 x 4.5 cm, -passport of both parents.

Duration of the procedure: The travel document is issued within one working day.

The presence of only one parent is possible with the consent of the other parent for the issuance of the emergancy travel document, certified by an Italian notary and translated into Serbian by an authorized translator. If the other parent is in Serbia, it is necessary to submit the original consent certified by a public notary.

The presence of only one parent is also possible with a court decision to independently exercise parental custody over the child (in which case, a final original court judgment must be issued if it was issued by a court in the Republic of Serbia). If an Italian court has issued such a judgment, it must be certified with an Apostille stamp and translated into Serbian by a certified translator. The presence of only one parent is required to pickup the emergancy travel document.

6. LOST OR STOLEN PASSPORT

Citizens of the Republic of Serbia are asked to report the loss or theft of their passport to the Italian police without delay and to come to the Consulate General with the receipt received in order to report the loss of their passport.

Article 42. of the Law on Travel Documents of the Republic of Serbia stipulates that a person who loses a travel document abroad should report its disappearance to the nearest diplomatic or consular mission of the Republic of Serbia, after which the competent authority of the Republic of Serbia will declare the travel document invalid.

Lost and undeclared passports, as well as your personal data in them, can be misused if the passport is not declared invalid in a timely manner.

7. VERIFICATION OF POWER OF ATTORNEY, CONSENT, ETC.

Each certification requires the personal presence of the person whose signature is being certified, a printed power of attorney, a statement or the original document (e.g. power of attorney) being certified, a valid passport of the Republic of Serbia or an ID card of the Republic of Serbia.

*At the Consulate General of the Republic of Serbia in Trieste, you can also certify the consent that a minor child can travel abroad with the father/mother/third party.

8. MARRIAGE AT THE CONSULATE GENERAL

Only citizens of the Republic of Serbia can conclude a marriage at the Consulate General.

Required documents for both spouses:

- birth certificate of the Republic of Serbia, on a domestic form,

- certificate of citizenship of the Republic of Serbia,

- certificate of free marital status (all documents must not be older than 6 months) issued by the competent registry office of the Republic of Serbia,

- valid passports of the Republic of Serbia and

- copies of passports of two witnesses. Appointments are scheduled in person at the Consulate General (both future spouses must be present). Under normal working conditions, the waiting time for an appointment can take from 14 days to a month.

9. MARRIAGE REGISTRATION IN ITALY

You can apply to the Consulate General for the registration of a marriage contracted abroad in the registry books of the Republic of Serbia.

Required documents:

- valid passport of the Republic of Serbia and

- original extract from the registry book of the marriage on an international form, no older than 6 months. 

A marriage contracted abroad (in the Republic of Italy) must be registered by both spouses if they are citizens of the Republic of Serbia. If one spouse is a foreigner, the marriage must be registered only by a citizen of the Republic of Serbia, along with a copy of the passport of the other spouse.

After registering the marriage with the registry office of the Republic of Serbia and obtaining a birth certificate and a certificate of citizenship under the new (married) surname, you can apply for a new passport. The marriage must be registered even if the surname has not changed.

Duration of the procedure: up to 30 days.

10. ISSUANCE OF A NULLA OSTA

To regulate marital status in the Republic of Italy, you can obtain a NULLA OSTA through the Consulate General of the Republic of Serbia in Trieste.

Required documents:

-Valid passport or ID card of the Republic of Serbia

-Certificate of free marital status, not older than 6 months (can be obtained through the Consulate General)

11. ISSUANCE OF CERTIFICATE OF AUTHENTICITY OF A DRIVING LICENSE

According to the valid agreement between the Republic of Serbia and the Republic of Italy, you can obtain a Certificate of Authenticity of a Driving License through the Consulate General of the Republic of Serbia, which the Consulate General issues in Italian. 

Required documents:

-Valid passport or ID card of the Republic of Serbia

-Valid driver's license of the Republic of Serbia

12. OBTAINING DOCUMENTS, CONFIRMATIONS AND CERTIFICATES OF THE REPUBLIC OF SERBIA

If you are registered in the registry of civil status books of the Republic of Serbia, you can pick up the following at the Consulate General on the same day:

- an extract from the registry of births, marriages or deaths on a domestic or international form, as well as a certificate of citizenship of the Republic of Serbia.

Through the Consulate General, you can obtain the following documents from the Republic of Serbia:

-certificate of free marital status (without an Apostille stamp),

-certificate of no criminal record,

-certificate of life (issued on the same day in person) and other types of certificates. Applications are submitted in person, with a valid passport or ID card.

13. CHECKING CITIZENSHIP STATUS IN THE REPUBLIC OF SERBIA

You can also submit a request to verify your citizenship status in the Republic of Serbia at the Consulate General. Required documents:

- the request,

- Birth certificate on an international form,

- valid travel document or ID card or other identification document (valid residence in the Republic of Italy, driver's license, valid certificate from the Foreigners' Office with a photo, etc.),

- Birth certificate for parents, marriage certificate of parents, identification documents of parents (e.g. ID card, passport, etc.)

14. CUSTOMS CERTIFICATE

Citizens of the Republic of Serbia who have worked abroad for at least two years are entitled to a certificate. Persons who have worked abroad for up to ten years are exempt from paying import duties on household items up to a total value of 20,000 euro. Persons who have worked abroad for over ten years are exempt from paying import duties on household items without any limit on the total value. The certificate applies only to the import of household items into the Republic of Serbia and is valid for one year from the date of issue. The application must be submitted in person.

Required documents:

-valid passport of the Republic of Serbia -proof of health and social insurance payments (INPS)

-pension decision (if received)

-employer's certificate of time spent at work Duration of the procedure: the certificate is issued on the same day.

15. SUBSEQUENT REGISTRATION IN THE REGISTER OF CITIZENS OF THE REPUBLIC OF SERBIA

Citizenship of the Republic of Serbia is acquired by descent by a child born abroad, one of whose parents is a citizen of the Republic of Serbia at the time of his or her birth and the other is a foreign citizen, if the parent who is a citizen of the Republic of Serbia registers the child as a citizen of the Republic of Serbia before reaching the age of 18 in the Consolate General of the Republic of Serbia and if he or she submits a request for the child to be entered in the register of citizens to the competent authority of the Republic of Serbia. If the child is under guardianship, the application and request are submitted by the guardian. If the child is older than 14 years, his or her consent is also required.

If you are over 18 years old and were born abroad, and one of your parents was a citizen of the Republic of Serbia at the time of your birth and the other a foreign citizen, you acquire citizenship of the Republic of Serbia by descent if you submit a request for entry in the citizen registry to the competent authority of the Republic of Serbia by the age of 23. If you are over 23, contact the Consulate General to determine whether there are grounds for determining or accepting citizenship of the Republic of Serbia.

16. APPLICATION FOR ACCEPTANCE OF CITIZENSHIP OF THE REPUBLIC OF SERBIA

Article 23 of the Law on Citizenship of the Republic of Serbia stipulates that a Serb who does not reside on the territory of the Republic of Serbia has the right to be admitted to citizenship of the Republic of Serbia without renunciation of foreign citizenship, if he or she has reached the age of 18, has not been deprived of his legal capacity and if he submits a written statement that he considers the Republic of Serbia to be his state. Under the same conditions, a person born in another republic of the former SFRY who had the citizenship of that republic or is a citizen of another state established on the territory of the former SFRY, as a refugee, exile or displaced person residing on the territory of the Republic of Serbia or who has fled abroad, may be admitted to the citizenship of the Republic of Serbia.

Required documents:

- application,

- Statement that you consider the Republic of Serbia to be your country,

- valid identification document with a photo (passport, ID card),

- Birth certificate on an international form, not older than six months,

- Marriage certificate on an international form (if you were married in Italy), not older than six months.

17. APPLICATION FOR RECOVERY OF CITIZENSHIP OF THE REPUBLIC OF SERBIA

Article 34 of the Law on Citizenship of the Republic of Serbia stipulates the re-acquisition of citizenship for persons who have been released from citizenship of the Republic of Serbia and have acquired foreign citizenship or persons whose citizenship of the Republic of Serbia has ceased at the request of their parents through release or renunciation. Re-admission to citizenship of the Republic of Serbia may be submitted by adults (who have not been deprived of their legal capacity) by submitting the following documents:

- the request,

- valid identification document with a photo (passport, ID card),

- Decision on admission to foreign citizenship, certified with an Apostille stamp and translated into Serbian by an authorized translator,

- copy of the Decision on release from citizenship of the Republic of Serbia,

- Statement that the Republic of Serbia is considered one's own state 

18. REGULATION OF MILITARY OBLIGATION

Conscripts and reserve personnel traveling abroad for a stay longer than one year are required to report to the nearest diplomatic and consular mission for entry into military records within 30 days from the date of crossing the state border.

Citizens of the Republic of Serbia who permanently reside abroad are required to register with the nearest diplomatic and consular mission for entry into the military records in the calendar year in which they turn 18. By entering into the military records of the diplomatic and consular mission of the Republic of Serbia, it will be considered that the citizen of the Republic of Serbia has completed his/her military service. The application must be submitted in person.

Required documents:

-application-obtainable at the Consulate General

-passport or identity card of the Republic of Serbia/if you have a foreign passport, you must also attach a Certificate of Citizenship of the Republic of Serbia

- valid residence in the Republic of Italy (permesso di soggiorno) or Italian identity card (for dual citizens)


CONSULAR ACTIONS THAT CANNOT BE PERFORMED AT THE CONSULATE GENERAL

-Obtaining documents certified with an Apostille stamp. There is no possibility of certifying documents with an Apostille stamp through the Consulate General, as this type of certification is within the jurisdiction of the courts of the Republic of Serbia. Such requests are submitted in the Republic of Serbia in person or through a proxy.

-Issuance of an identity card of the Republic of Serbia and a driving license for the Republic of Serbia. Requests for the issuance of an identity card and a driving license cannot be submitted at the Consulate General, but directly to the competent police department in the Republic of Serbia, according to your place of registered residence.


USEFUL INFORMATION

Driving Licenses 

A Joint Statement on the Procedures for the Exchange of Driving Licenses was signed with Italy, which allows citizens of the Republic of Serbia who have a regulated residence in Italy to exchange their Serbian driving license for an Italian driving license, without the obligation to take a driving test.

Health Care

Citizens of the Republic of Serbia, insured by the Republic Health Insurance Fund, who are temporarily staying abroad have the right to emergency medical care. Before traveling, citizens of the Republic of Serbia should contact the liaison body of the Republic of Serbia - the Republic Health Insurance Fund, in order to familiarize themselves with the manner of implementing the prescribed procedure and exercise the right to emergency medical care abroad, if necessary.
